Policing and law enforcement should not be seen in isolation. One needs to know the interplay of different socio-political forces that has a bearing on this basic regulatory function. This volume consists of sixty-four selected essays published in the national dailies during the years 2003 and 2008. The need for publication of the present volume was felt as there was a continuing discourses on desirable, objective law enforcement and the conduct of our police functionaries. A healthy debate had ensued on the subject in which all stakeholders were evincing a keen interest. This indeed was a welcome situation in a democratic polity. The Government of Bangladesh responded to the public concern by actively launching the UNDP sponsored Police Reform Programme. It has been the considered view of all experts that an analytical and evaluative account of the facts and circumstances concerning policing and law enforcement in our society would assist in undertaking measures for improvement. This volume attemps to highlight some crucial segments of law enforcement dynamics, the causative factors and the required intervention.  The book will be of interest to scholars and experts researching in the area of citizens’ security and good governance. Students of politics, sociology and human security studies would greatly benefit from the issues raised in the book.

Muhammad Nurul Huda, was appointed to the erstwhile Police Service of Pakistan  (PSP) in 1970, He retired in 2003 as Secretary, Ministry of Youth and Sports, Government of Bangladesh. Huda rose to become the Inspector General of Police for his distinguished service in the police force. While in CID he had occasion to oversee the investigation of many sensational criminal cases including incidents of terrorist attacks. He was appointed National Law Enforcement Consultant under the United Nations Drug Control Program, Dhaka in 1994 and played a key role in the preparation of a ‘Strategic  Plan’ for Bangladesh Police (1995—1998). Nurul Huda, now, a regular columnist for The Daily Star and Bengali daily The Daily Jugantor, specializes in commentary on crime and contemporary enforcement scenario including terror threats. In his writing, he has highlighted the legal and administrative challenges to terrorism, with special reference to Bangladesh. He has worked as consultant for DFID Bangladesh with regard to UNDP sponsored ‘Police Reform Programme’ and also for GTZ (German Development Cooperation) on ‘Gender Responsive Community based Policing in Bangladesh’ project. Huda is a member of the Bangladesh Enterprise Institute’s (BEI) advocacy group.
